Current and Pending (Other) Support

Current and Pending (Other) Support is a term generally used by federal agencies to request the submission of information for key personnel’s active and pending review for award research funding. Current and Pending (Other) Support documents are required by some sponsors to disclose resources made available to support senior/key personnel’s research for active projects and projects pending review. This information is requested with proposal submission, or at the Just in Time (JIT) phase.  Resources required to be disclosed may include monetary resources, in kind, or those with no monetary value. Each sponsor has their own requirements and instructions that must be followed.

National Science Foundation (NSF)

NSF implemented the Common Forms for the Current and Pending (Other) Support all senior/key personnel, effective for proposals submitted or due on or after May 20, 2024, as part of the NSF Proposal and Award Policies and Procedures Guide (PAPPG) 24-1 .

Who should submit Current and Pending (Other) Support?

NSF requires submission of Current and Pending (Other) Support information by each individual identified as a senior/key person on the proposal.

When should you submit Current and Pending (Other) Support?

Senior/key personnel are required to update their Current and Pending (Other) Support disclosures prior to award, and at any subsequent time the agency determines appropriate during the term of the award.

At the proposal stage, all Senior/Key Persons must submit Current and Pending Support. The proposed project and all other projects or activities requiring a portion of the PI/senior/key person's time must be included, even if they receive no salary support from the project(s) (PAPPG 24-1 Chapter II.D.2.h).

 

Post-award Disclosure of Current Support and In-Kind Contribution Information:

After proposal submission, when the PI or co-PI on an active NSF award discovers “undisclosed current support or in-kind contribution”, NSF requires post-award disclosure of current support and in-kind contribution information within 30 calendar days of discovery using the Notification and Request Module in Research.gov.   (see PAPPG 24-1 Chapter IX.C.1)

 

Update of Current Support in Annual and Final Project Reports:

PIs and co-PIs on active NSF awards must also indicate if there has been a “change in active other support” since submission of the proposal, or the last reporting period in their annual and final project report. If there has been a change, the individual must submit a revised Current and Pending Support document prepared in SciENcv as part of their project report. (see PAPPG 24-1 Chapter IX.C.2)

Why is a Current and Pending (Other) Support required?

Current and Pending (Other) Support information is used to assess the capacity or any conflicts of commitment that may impact the ability of the individual to carry out the research effort as proposed. The information also helps assess any potential scientific and budgetary overlap/duplication with the project being proposed.

What is included in Current and Pending (Other) Support?

The NSTC Pre-award and Post-award Disclosures Relating to the Biographical Sketch and Current and Pending (Other) Support table provides guidance on how to fill out the forms and helpful reference information regarding pre-award and post-award disclosures. The table includes the types of activities to be reported, where such activities must be reported in the application, as well as when updates are required in the application and award lifecycle. A final column identifies activities that are not required to be reported.

How to prepare a Current and Pending (Other) Support

Current and Pending (Other) Support information must be provided separately for each individual designated as a senior/key person through use of SciENcv (Science Experts Network Curriculum Vitae). SciENcv will produce an NSF-compliant PDF version of Current and Pending (Other) Support.

NSF Certification Requirements [NEW]

Each individual identified as a senior/key person is required to complete two certifications prior to proposal submission:

  1. that the information provided in their Current and Pending (Other) Support documents are accurate, current, and complete. This includes, but is not limited to, information related to domestic and foreign appointments and positions. The certification language is included in the SciENcv template.
  2. that the individual is not a party to a Malign Foreign Talent Recruitment Program (MFTRP). The GW "Foreign Talent Recruitment Programs" webpage provide resources to help you identify MFTRP.

National Institutes of Health (NIH)

The NIH Other Support format requested for Just-in-Time (JIT) and Research Performance Progress Reports (RPPR) is required for submissions on and after January 25, 2022 (see NIH Guide Notice NOT-OD-21-073), until the SciENcv template is available.

  Upcoming changes: NIH will move to the Common Form for Current and Pending (Other) Support to be prepared using SciENcv for application due dates and other submissions on or after May 25, 2025 (NOT-OD-24-163).

Who should submit Current and Pending (Other) Support?

Other Support information is requested for:

  • All individuals designated in an application as senior/key personnel, except
    • Program Directors, training faculty, and other individuals involved in the oversight of training grants
    • Individuals categorized as Other Significant Contributors
  • All senior/key personnel, excluding consultants, in progress reports when there has been a change in active other support, except
    • Program Directors, training faculty, and other individuals involved in the oversight of training grants

When should you submit Current and Pending (Other) Support?

Unless otherwise stated in the funding opportunity, Current and Pending (Other) Support information is requested as part of the Just-in-Time process in the post-submission, pre-award cycle.

If there has been a change in the active other support of senior/key personnel since the competing submission or latest RPPR, an updated Current and Pending (Other) Support document, including pending awards is required for submission with the RPPR.

Why is Current and Pending (Other) Support required?

NIH may request Current and Pending (Other) Support with information on other active and pending support (often as part of Just-in-Time procedures for grant applications or in progress reports) to ensure there is no scientific, budgetary, or commitment overlap. 

What is included in Current and Pending (Other) Support?

Current and Pending (Other) Support includes all resources made available to a researcher in support of and/or related to all of their research endeavors, regardless of whether or not they have monetary value and regardless of whether they are based at the institution the researcher identifies for the current grant. How to prepare Current and Pending (Other) Support

Effective January 25, 2022, NIH requirements are:

  • NIH Other Support format page must be electronically signed prior to submission as an interim process while NIH transitions to use of the SciENcv template for Current and Pending (Other) Support.
  • Current and Pending (Other) Support “supporting documentation”— to be included as copies of contracts/agreements specific to senior/key-personnel foreign appointments and/or employment with a foreign institution for all foreign activities and resources reported in the Current and Pending (Other) Support. If the contracts/agreements are not in English, recipients must provide translated copies to NIH.
  • Immediate notification of “undisclosed” Current and Pending (Other) Support. When a recipient organization discovers that a PD/PI or other Senior/Key personnel on an active NIH grant failed to disclose Current and Pending (Other) Support information using Just-in-Time or the RPPR, as applicable, the recipient must submit an updated Current and Pending (Other) Support to the Grants Management Specialist (GMS) named in the Notice of Award as soon as it

   Upcoming changes: NIH will move to the Common Form for Current and Pending (Other) Support, prepared using SciENcv for application due dates and other submissions on or after May 25, 2025 (NOT-OD-24-163).  NIH encourage individuals who will be named on applications, to set up SciENcv and Open Researcher and Contributor ID (ORCID) profiles in preparation for that transition.

Department of Energy (DOE)

DOE released a Financial Assistance Letter (FAL), No. FAL 2022-04 on June 1, 2022 providing information and guidance on what should be included in Funding Opportunity Announcements (FOA) and Financial Assistance Agreements related to Current and Pending (Other) Support disclosures.  

Who should submit Current and Pending (Other) Support?

Current and Pending (Other) Support must be provided for the PI, and all persons included in the Senior/Key Person section of the grant application.

When should you submit Current and Pending (Other) Support?

DOE FOA applicants must include Current and Pending (Other) Support disclosures for all PIs and other senior/key personnel named in the application. 

After selection and during the life of the award, if there are changes to or additions of PIs or other senior/key personnel, such person(s) must also submit Current and Pending (Other) Support disclosures within 30 days of joining the project team, or on a timeline consistent with the program office instructions. Also, for all PIs and other senior/key personnel, if there are changes to the previously submitted Current and Pending (Other) Support disclosures, the individuals must update their disclosures within 30 days of the change, or on a timeline consistent with the program office instructions. 

Why is Current and Pending (Other) Support required?

DOE requires Current and Pending (Other) Support in line with National Security Presidential Memorandum-33 (NSPM-33), which directed federal research agencies to require principal investigators (PIs) and other senior/key personnel to disclose appropriate information that “will enable reliable determinations of whether and where conflicts of interest and commitment exist” and Section 223 of the FY 2021 National Defense Authorization Act (NDAA), which requires all federal research agencies collect current and pending support disclosures as part of the application process. 

What is included in Current and Pending (Other) Support?

For researchers, Current and Pending (Other) Support includes all resources made available to a researcher in support of and/or related to all of their professional RD&D efforts, including resources provided directly to the individual or through the organization, and regardless of whether or not they have monetary value (e.g., even if the support received is only in-kind, such as office/laboratory space, equipment, supplies, or employees). This includes resource and/or financial support from all foreign and domestic entities, including but not limited to, gifts provided with terms or conditions, financial support for laboratory personnel, and participation of student and visiting researchers supported by other sources of funding. 

On June 7th, 2019, the DOE issued the DOE Order 486.1 that prohibits DOE employees, contractors, and certain subcontractors from currently or in the future participating in foreign talent recruitment programs of countries determined sensitive by DOE, such as China’s Thousand Talents programs.  The GW "Foreign Talent Recruitment Programs" webpage provide resources to help you identify MFTRP.

How to prepare Current and Pending (Other) Support

DOE requires the use of the format approved by the National Science Foundation (NSF), which may be generated by the Science Experts Network Curriculum Vita (SciENcv).  The use of a format required by another agency is intended to reduce the administrative burden to researchers by promoting the use of common formats.

Department of Defense (DOD)

DOD requires that all key personnel must submit Current and Pending (Other) Support documentation, regardless of whether their efforts under the project are to be funded by the DOD.

Who should submit Current and Pending (Other) Support?

Current and Pending (Other) Support must be provided for each Senior/Key Person and attached to the individual’s Profile in the Attach Current & Pending Support field.

When should you submit Current and Pending (Other) Support?

Current and Pending (Other) Support is generally required during proposal submission, but updates to the information may be requested as part of interim reports or whenever significant changes occur. Please refer to announcement and award terms for specific requirements.

The DoD reserves the right to request further details from a proposer.

In addition, the following two certification requirements apply to the Current and Pending (Other) Support per Section 223(a) of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021:

  • (1) that each covered individual listed on the application—
    • (A) disclose the amount, type, and source of all current and pending research support received by, or expected to be received by, the individual as of the time of the disclosure;
    • (B) certify that the disclosure is current, accurate, and complete; and
    • (C) agree to update such disclosure at the request of the agency prior to the award of support and at any subsequent time the agency determines appropriate during the term of the award; and
  • (2) that any entity applying for such award certify that each covered individual who is employed by the entity and listed on the application has been made aware of the requirements.

False, fictitious, or fraudulent statements or claims may result in criminal, civil, or administrative penalties (U.S. Code, Title 218, Section 1001).

As part of DOD interim and final performance reports "You must report any changes in key personnel identified in award documents, including the current and pending information. You must provide this information using the “Participants and Other Collaborating Organizations” section of the Research Performance Progress Report (RPPR) package."

What is included in Current and Pending (Other) Support?

Per DOD March 20, 2019 Memo, the current and pending support documentation must include the following:

  • A list of all current projects the individual is working on, in addition to any future support the individual has applied to receive, regardless of the source.
  • Title and objectives of the other research projects.
  • The percentage per year to be devoted to the other projects.
  • The total amount of support the individual is receiving in connection to each of the other research projects, or will receive if other proposals are awarded.
  • Name and address of the agencies and/or other parties supporting the other research projects.
  • Period of performance for the other research projects. 

How to prepare Current and Pending (Other) Support

There is no specific format required by the DOD at this time, a file containing the information outlined above must be titled “Support_LastName.pdf” where “LastName” is the last name of the PI or Senior/Key Person.  This should be attached to the individual’s Profile in the Attach Current & Pending Support field.

SciENcv

Researchers may be required to use Science Experts Network Curriculum Vitae (SciENcv) to create, update, and maintain Current and Pending (Other) Support that are submitted with grant applications, just-in-time requests, and annual progress reports.  SciENcv is an electronic system that helps researchers assemble the professional information needed for participation in federally funded research. ORCiD

Having an ORCiD account is a prerequisite to using SciENcv. An ORCiD is the unique identifier assigned to an individual scholar or researcher to distinguish scholars from one another. To get started, individuals are encouraged to obtain an ORCiD in order to prepare Current and Pending (Other) Support using SciENcv. OSP strongly encourages GW researchers to obtain their ORCiD account now by visiting the website GW Libraries: ORCiD for more information.
